2019 working symposium on building materials industry was held to clarify the focus of work this year

On May 24, the 2019 National Symposium on Building Materials Industry sponsored by the Department of Raw Materials Industry of the Ministry of Industry and Information Technology was held in Ruyang County, Luoyang City, Henan Province. A total of 50 people from all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps in charge of building materials industry and informatization, industry associations, backbone enterprises, etc. attended the meeting.

At the symposium, Xing Tao, Deputy Director of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology, comprehensively summarized the development of the building materials industry in 2018, analyzed the main problems existing in the current industry development, and put forward the work ideas and key tasks for 2019.

The transformation and upgrading have achieved remarkable results. At the same time, however, there are also some prominent contradictions and problems in the industry. The foundation for the growth of the industry's benefits is still not stable, overcapacity in some industries is still serious, the product structure is obviously short, and green development cannot meet the needs of the construction of ecological civilization.

Strive to expand the production and application of green building materials and promote the upgrading of bulk products; We will focus on the development of new inorganic and non-metallic materials and emerging industries, and accelerate the development of weak and weak areas; We will vigorously promote the reform of "free management and service", create a fair competition environment, and strive to maintain stable operation of the building materials industry in 2019, further optimize the industrial structure, and take new steps in high-quality development.

The meeting required that the building materials industry should do five specific work in 2019: first, continue to prohibit new production capacity, do a good job of reducing production capacity in strict accordance with the requirements, improve the capacity integration platform, continue to implement the staggered production of cement and other key industries, urge to stop the production of 32.5 grade composite silicate cement, strengthen the quality supervision of non-standard glass, and crack down on counterfeit and substandard products and unlicensed production; Second, accelerate the development of new materials, comb and conquer key materials in combination with key fields, accelerate the construction of key new material platforms such as production and application demonstration platforms, test and evaluation centers, and continue to develop mineral functional materials; Third, vigorously promote green building materials, implement the national unified green building materials standard, certification and identification system, carry out the pilot demonstration of green building materials application, accelerate the application in major projects such as Beijing Urban Sub-center and Hebei Xiong'an New Area, and study and compile the rural green building materials catalogue; Fourth, improve the quality of industry development, promote the integration of industrial Internet and building materials industry, carry out "machine replacement", implement green manufacturing, promote industrial coupling development, and accelerate the utilization of large solid wastes such as phosphogypsum; Fifth, further improve the industry management, accelerate the construction of the "building materials industry standard conditions enterprise integrity self declaration platform", strengthen the standard work, promote the "free management and service reform", and improve the industry standard management.

The meeting put forward four hopes for doing a good job of this year's work: first, we should take a clear stand in politics, firmly establish the "four consciousness", firmly adhere to the "four self-confidence", firmly adhere to the "two maintenance", effectively implement the orders and prohibitions, ensure the smooth flow of the central government's orders, and truly implement the politics into practical work; Second, we should be brave to take responsibility and do practical work. In accordance with the requirements of the General Secretary of the Communist Party of China (CPC) to "observe the general situation, plan for the overall situation, and do practical work", we should strengthen our sense of responsibility, dare to show our swords in the face of major issues of right and wrong, and be brave to take responsibility. We should transform the decisions and arrangements of the CPC Central Committee and the State Council into working drawings, and strive to achieve tangible work results; Third, we should improve our style of work and focus on service, speed up the transfer of functions and efficiency, effectively change the "inertia thinking" that relies too much on administrative means, and actively explore the means and ways to promote the high-quality development of the building materials industry through marketization and legalization; Fourth, we should strengthen the research direction, focus on major issues in the industry, conduct in-depth first-line investigation and analysis, and carry out research on the "14th Five-Year Plan" development plan of the building materials industry, so as to provide basic support for the construction of a manufacturing power.

At the symposium, more than 10 provinces and cities, including Beijing, Liaoning, Shanghai, Jiangsu, Shandong, Hunan, Guangxi, Guizhou and Shaanxi, made key speeches, talked about the development of the region, introduced good experiences and practices, and put forward the next work priorities and policy measures and suggestions around resolving overcapacity, accelerating the development of new materials, and the development of characteristic and advantageous industries. China Building Materials Federation, Building Materials Industry Planning and Research Institute, China Building Materials News, China Building Materials Group, China Cement Association, Building Glass and Industrial Glass Association, Building and Sanitary Ceramics Association, Non-metallic Minerals Industry Association and other units also made statements around the operation, development direction and work measures of the industry.
